More time is being wasted than ever before in the league that is regarded as the greatest top-flight competition in the world, and authorities are finding it difficult to keep up with the time-wasting.

Howard Webb, the new head of referees for the Premier League, thinks it’s the topic of conversation in football outside of VAR, but he’s hesitant to follow the World Cup’s example and deal with what has grown into a persistent problem.

This season, the ball has been in play for less than 56% of the average Premier League game. Over the previous ten years, there has been a steady decline in that number, with 2022–2023 representing the lowest level ever.

Even before that drop, there were growing frustrations, and in 2012, Sir Alex Ferguson, the manager of Manchester United at the time, urged taking timekeeping out of the hands of the referees.

Although he was defending the interests of his own side, the feeling was and is still generally held.

This season, a number of managers and executives have already voiced their displeasure to the media and the association that represents Premier League referees.

According to Sky Sports data, there have been 23 Premier League games this season where the ball has been out of play for more than half of the time.


Less than 44 minutes of the nearly 101-minute encounter between Crystal Palace and Leeds in October saw any football being played.

A Palace goal in the first half of that game prompted a VAR review that lasted over two minutes, and a head-on collision afterward caused a stoppage that lasted five minutes and forty-five seconds.

The referee extended the game’s last five minutes just before halftime.

The match, according to Leeds managing director Angus Kinnear, was “an unacceptable spread for both players and fans,” and he promised to take the matter up with the PGMOL.

Nothing has altered three months later. On New Year’s Eve, Wolves and Manchester United had a second-half injury stoppage time total of more than seven minutes, plus an additional minute for a VAR review of a goal that had been disallowed.

Five minutes were added once again.

The World Cup demonstrated how things may be made better. Due to Pierluigi Collina’s initiative, who is in charge of FIFA’s referees, the average match at the tournament last month lasted more than 101 minutes.

His justification was that “they want to see football, more football.” And it succeeded.

By the end of the tournament, there were roughly 5% more possessions of the ball, and injury time dropped by more than a fifth as teams stopped wasting time.

Without overtime, a football game often lasted longer than 58 minutes. This season, none of the top five leagues in Europe have had more than that.

One of the supporters of Collina’s ideas was Jamie Carragher. He tweeted, “[I’m] loving the additional time that is being added during the World Cup.” Football wastes too much time, I say!

PGMOL chairman Webb has cast doubt on the Premier League’s adoption of what he has dubbed the “strange” procedures employed in Qatar since the World Cup and said referees already add on a “credible” amount of time.

However, there were more than 10 minutes of stoppages after halftime during last week’s tie between Arsenal and Newcastle owing to injuries, changes, and cautions for time-wasting alone.

Five minutes of additional injury time were applied in this situation as well.

Mikel Arteta, the manager of Arsenal, was obviously upset by the choice, and other players Jesse Marsch and Jurgen Klopp also criticized the officials for allowing what they called disruptive tactics to continue.

The reinstatement of the multi-ball system at the beginning of 2022–2023 was also intended to speed up restarts, but it has failed to stop the decrease.

The IFAB will examine the effectiveness of the stricter stoppage policies from the World Cup and discuss ways to apply current rules of the game more consistently, such as allowing goalkeepers a maximum of six seconds to hold onto the ball.

The feasibility of Ferguson’s long-held ambition to have an outside timekeeper in the game will also be discussed.

In the Premier League games this season that have seen the most stoppages, Sky Sports has often seen goalkeepers violate the six-second regulation, stopping play even while the ball is still in play.
